Frances Bailey

Frances Bailey, also known as Bell, is the current Head of People Business Partnering at Ofcom, having also served as a Senior People Business Partner there. Previously, Frances held several HR roles at BT from 2016 to 2017, including HR Business Partner for the Technology and Mobile & Voice sectors. Frances earned a Bachelor of Science in Business Management from The University of Dundee and a Master’s Degree in Human Resource Management from The Manchester Metropolitan University. Frances began their career with an internship at Kverneland Group and later worked as an HR Assistant for the SKA Organisation.
