Rowena Burke

Rowena Burke is the Head of International Content Policy at Ofcom, where they lead international engagement on media regulation and policy, focusing on media plurality and literacy. Previously, Rowena served as Principal in Broadcasting Licensing, overseeing UK broadcasting regulation and policy initiatives. They have also held various roles at the Financial Ombudsman Service, including Ombudsman Manager, where they developed teams to address financial service complaints. Rowena's early career included a consultancy role at Huxley Associates Global Limited and a key position representing Ofcom within the UK Regulators' Network. Rowena earned a Bachelor of Laws (LLB) from SOAS University of London.
