Data Centers and Large Industrial Users have incremental rights to purchase power under the Federal Power Act through open access transmission in interstate commerce.  

Without an effective regulatory strategy, IOUs will challenge federally protected rights through state-level proceedings, undermining customer competitiveness in global markets.
