Head Of Wholesale Market Reform at Ofgem

Heather Stewart has a diverse work experience spanning different sectors. Heather began their career at The University of Edinburgh as a Tutor and Lecturer, where they worked from September 2012 to April 2014. Heather then moved on to The Scottish Government, where they held various roles, including Policy Analyst, Project Manager at Marine Scotland, Power Networks Policy Manager, and eventually Head of Electricity Markets and Regulation from November 2013 to June 2018. Following their time at The Scottish Government, Heather joined Ofgem in June 2018 as a Senior Manager in Wholesale Markets. Heather then progressed to become the Head of GB Wholesale Markets from March 2021 to March 2022 before assuming their current role as Head of Wholesale Market Reform in April 2022.

Heather Stewart obtained their Master of Science (MSc) degree in Economic History from The University of Edinburgh, where they studied from 2010 to 2011. Heather went on to pursue their doctoral degree and completed their Doctor of Philosophy (PhD) in Economic History at The University of Edinburgh from 2012 to 2017.
