Kate Lloyd is currently the Head of Policy at Ofgem, focusing on Code Governance Reform since 2025. Previously, Kate held various roles at the Financial Conduct Authority from 2019 to 2023, including Manager of Law & Policy and Manager of Consumer Investments Distribution Policy. Before that, Kate served as Senior Legal Counsel at the Financial Ombudsman Service from 2017 to 2019 and was a Senior Counsel in Financial Services at British Gas from 2015 to 2017. Kate’s legal career also includes experience as a Senior Associate at Mayer Brown from 2003 to 2010. Kate earned a BA (Hons) in History from the University of Cambridge and completed PgDL and LPC in Law at City University.
