Leigh Rafferty

Leigh Rafferty has a diverse work experience in the energy and regulatory sectors. They started their career as a Student Economist at the Department for Work and Pensions (DWP) in 2010. After that, they worked as an Assistant Economist at the Scottish Government's Community Analytical Services in 2011. In 2012, Leigh joined Ofgem and worked as an Analyst in Wholesale Markets, where they were responsible for monitoring and improving liquidity in the wholesale electricity market. They also contributed to the production of Ofgem's first State of the Market report. In 2014, Leigh transitioned into the role of Economist, focusing on regulatory policies for the smart meter rollout. They led specific elements of the analysis for the ex-post price control of the Data and Communications Company (DCC), the smart meter communications monopoly. Leigh also played a key role in developing and implementing the regulatory framework to monitor supplier plans and progress during the rollout. In 2015, Leigh had a secondment as a Senior Analyst at the Commerce Commission, where they worked on regulatory matters. They returned to Ofgem in 2017 as a Senior Manager for Smart Metering, leading the monitoring of supplier compliance and consumer experience with smart meter rollout obligations. In 2019, Leigh took on the role of Senior Manager in the Licensing Frameworks Team at Ofgem, before being promoted to Head of Supplier of Last Resort Levy Policy in 2022. Currently, Leigh holds the position of Head of Compliance at Ofgem. Prior to joining Ofgem, Leigh held the position of Head of Electricity Markets and Regulation at the Scottish Government, where they led engagement across regulatory and market changes, including future access and charging reforms and transmission link proposals for Scottish island wind projects.

Leigh Rafferty obtained a Bachelor of Arts (B.A.) degree in Economics from the University of Strathclyde, where they studied from 2007 to 2011.
