Oliver Tech Connect is a fractional recruiting partner for modernization-stage and GovCon-adjacent companies.

We build recruiting systems that scale with digital transformation, not one-off hires.

With 15+ years of technical recruiting experience across defense, enterprise, and high-growth startups, we support organizations upgrading infrastructure, moving to the cloud, and implementing new systems, without relying on outdated hiring models or overloaded HR teams.

Most companies come to us because:
• HR teams are strong but not equipped for modern technical recruiting
• AI has flooded them with unqualified applicants
• Interview loops are slow and losing top talent
• Every new role feels like starting from scratch

Our model is fractional by design.

Fractional Recruiting Partner
We embed as part of your internal team. Hiring strategy, sourcing, outreach, screening, interview design, and candidate management, delivered through a predictable monthly partnership. One engagement. Multiple hires. No contingency fees.

AI Talent Partner
We integrate custom AI workflows into your recruiting process to automate sourcing, scoring, and outreach so pipelines compound over time instead of resetting. Clients reduce cost-per-hire by 35–50% and cut time-to-fill by several weeks.

Fractional Search
For teams hiring 2–5 key roles per quarter. A dedicated recruiter operates as part of your team, saving an average of $60K–$100K annually versus traditional agencies. 92% of placements remain active after 12 months.

Retained Search
For high-impact or confidential leadership roles. 45-day average time to offer. 100% interview shortlist delivery rate.

Every engagement starts with fixing what’s broken and building what’s missing.

Because the best hiring strategy isn’t reactive.
It’s engineered.
