Ambassador Bill Leaf assumed duties as Head of the OSCE Centre in Ashgabat on 4 August 2025, succeeding Ambassador John MacGregor. A seasoned American diplomat and international security expert, they possess over 30 years of experience in fostering security and stability in Central Asia. Leaf’s OSCE career spans more than a decade, including leading the Politico-Military Dimension and serving in senior roles in Turkmenistan and Kyrgyzstan. Prior to their role at the OSCE, they held various positions within the U.S. Government, contributing significantly to arms control and border security initiatives. Leaf is fluent in multiple languages, including Russian and Turkmen, and is committed to advancing cooperative security in the region.
