James Higgins

Director Engineering/environment, Project Management Office at PacifiCorp

James Higgins has over 25 years of experience in engineering and project management. James started their career at Wilding Engineering in 1994, where they worked as a Civil Engineer and Project Manager. During their time there, they handled various residential, commercial, and industrial projects. In 2009, James joined PacifiCorp as the Director of Engineering/Environment for BHE, US Transmission projects throughout North America and PacifiCorp's Energy Gateway Expansion. In this role, their responsibilities included providing technical support for engineering functions during permitting, design, and construction of new high and extra high voltage transmission lines. James has extensive knowledge and expertise in civil, construction, and geotechnical engineering.

James Higgins obtained a Bachelor of Science degree in Civil Engineering from the University of Utah, where they studied from 2004 to 2006. James later pursued a Master of Science degree in Civil Engineering with a focus on Geotechnical Engineering at Kansas State University from 2011 to 2012. Additionally, they hold a Professional Engineer certification from the State of California, Department of Consumer Affairs.
