John Garrett

John Garrett is an experienced professional in energy utility analysis and wildfire mitigation planning, currently serving as a Sr. Business Specialist in Wildfire Mitigation Planning at PacifiCorp since July 2025. Prior to this role, John worked as an Energy Utility Analyst and Expert Witness at The Oregon Citizens' Utility Board, where analysis focused on affordable and equitable energy development. John's background includes research in renewable energy at Oregon State University and the Pacific Marine Energy Center, management of agro-ecology projects at the Archbold Biological Station, and lab management roles at the University of California, Riverside, and Colgate University. John earned a Master's degree in Energy Economics and Policy from Oregon State University and a Bachelor's degree in Molecular Biology and Geography from Colgate University, supplemented by wilderness leadership training in Nepal.
