Rick Williams is a Senior Project Manager at PacifiCorp since April 2023 and has been with the Oregon Department of Transportation since January 2000, holding the title of Principal Planner. Williams serves as the lead transportation and land use planner for Region 4, covering Central Oregon, and manages significant projects including the ODOT/Facebook Broadband Connectivity Project and several Transportation System Plans. With extensive experience in multi-modal planning, environmental impact assessments, and stakeholder engagement, Williams has held various roles within the Oregon Department of Transportation and other organizations, contributing to over 50 state highway projects and developing comprehensive long-range transportation solutions. Williams holds a Master of Public Affairs from the O'Neill School of Public and Environmental Affairs and a Bachelor’s degree in History and Political Science from Indiana University Bloomington.
