Rick Blackwell

Rick Blackwell is an experienced professional in the field of government relations and public policy, currently serving as the Director of Oregon Government Relations at PacificSource Health Plans since January 2020. Prior experience includes roles as Policy Manager and Interim Manager of Securities Registration and Licensing at the Oregon Department of Consumer and Business Services from November 2015 to January 2020. Blackwell has also been involved with the North American Securities Administrators Association (NASAA) as a committee member on both the State and Federal Legislation Committees. Prior to these roles, Blackwell worked as a Senior Policy Analyst and Policy Analyst at the Oregon Department of Consumer and Business Services, focusing on finance, securities, and building codes. Blackwell’s legal background includes a legal externship with the Oregon Legislature and a Doctor of Jurisprudence from Willamette University College of Law. Education also includes a degree in Political Science and International Relations from Carroll College.
