Joe Blubaugh

Joe Blubaugh has extensive experience in grants, contracts, and legal services, currently serving as the Director of Grants and Contracts at the Pan American Development Foundation since November 2010. Prior positions include EDIP Grants, Procurement & Compliance Director at CARANA Corporation and Deputy Chief of Party for LGCD Operations at DAI. Joe held the role of Grant and Subcontract Manager at Chemonics International and served as a Grant Manager at DAI for several years. Earlier experience includes volunteering with the Peace Corps and working as a Senior Associate Programmer at IBM Tivoli Software. Joe holds an MS in Economics from The University of Texas at Austin, an MBA from the Texas McCombs School of Business, and a BS in Computer Science from The Ohio State University.
