Ray Phelps

Ray Phelps currently serves as Data Delivery Lead at Pareto.AI since March 2025. Prior to this role, Ray held several positions at the New York City Campaign Finance Board from September 2021 to March 2025, including Data Scientist, Policy and Data Research Analyst, and NYC Urban Fellow. In the academic sphere, Ray was a Prefect at Carleton College from September 2018 to June 2021 while also completing a Health Policy Externship at the Urban Institute in late 2020 and an Enforcement Internship at the EEOC during the summer of 2020. Earlier experience includes serving as Deputy Clerk at Stark County Probate Court and as a City Council Intern with the City of Canton, Ohio. Ray earned a degree in Economics from Carleton College between 2017 and 2021.
