Ellen Garrett

Ellen Garrett is an accomplished financial and program management professional with extensive experience in international development, particularly in areas related to governance, civil society, and law enforcement. Currently serving as the Director of Finance and Administration at PATH since August 2021, Garrett previously held the position of Program Director at Tetra Tech DPK, overseeing a $100+ million INL rule-of-law contract in Afghanistan. Garrett has also worked as an Independent International Development Consultant and held various senior leadership roles at Counterpart International, including Regional Director for Asia/Eurasia and Senior Director, managing significant portfolios across multiple regions including MENA, Africa, and the Caucasus. Prior roles include directing the Democracy Fellows Program at World Learning and coordinating programs at the United States Energy Association, showcasing a strong background in strategic leadership and program execution. Garrett holds an MA in Russian Area Studies from Georgetown University and a BA in Political Science and Philosophy from the University of Wisconsin-Madison.
