Paul Rutter

Paul Rutter, D.Ed., is a dedicated professional with extensive experience in community development, education, and organizational leadership. Currently serving as a Peace Corps Volunteer focused on community economic and organizational development since October 2023, Paul previously held key roles at the University of Mount Olive as Executive Director for Strategic Partnerships and Regional Director, where contributions included exceeding enrollment goals and developing strategic educational partnerships. A former Research Associate at Penn State University, Paul has a robust background in program development and market research in adult education. Prior experience also includes leadership roles in banking and military service as a Machinist Mate in the US Navy. Paul Rutter holds a Doctorate and Master’s in Adult Education from Penn State University and a Bachelor’s in Finance from the University of South Carolina, among other qualifications.
