About Penstock Workforce

Penstock Workforce is an Ontario-based PSW recruitment agency specializing in direct, Ministry-compliant placement of Personal Support Workers for healthcare employers across the province. We work with long-term care homes, retirement and assisted living residences, hospitals, and community care providers, with a strong focus on rural, remote, and high-need communities where staffing challenges are most critical.

We operate strictly as a recruitment and placement agency, not a temporary help agency. We do not employ PSWs on our payroll or provide agency staffing. All placements are made directly between employers and PSWs, supporting transparent employment relationships, regulatory clarity, and long-term workforce stability.

Our recruitment approach is built around quality, retention, and workforce fit. We source candidates through structured recruitment pipelines, verify credentials and background checks, and assess suitability based on skills, availability, and location readiness—ensuring placements that are practical and sustainable, particularly in underserved regions.

To reduce hiring risk, Penstock Workforce offers a free replacement during the probation period if a placement does not work out, reflecting our confidence in our screening and matching process.

Whether you are a healthcare employer seeking reliable PSW recruitment or a Personal Support Worker looking for meaningful opportunities, Penstock Workforce is committed to strengthening care delivery across Ontario.

Your Workforce. Our Commitment.
