Perludem was founded by a group of ordinary citizens who believe that elections should produce a government that truly represents the people. For this reason, Perludem educates voters, monitors the implementation of elections, and advocates for policies that promote free and fair elections.

Throughout its organizational journey, Perludem has carried out a wide range of activities, with advocacy as its core focus. Perludem’s advocacy is conducted using an evidence-based approach, ensuring that its policy positions are supported by strong academic arguments. In general, Perludem’s activities include:

1. Research 
Conducting studies on electoral regulations, mechanisms, and procedures; examining the implementation of elections; mapping the strengths and weaknesses of electoral regulations; assessing the advantages and shortcomings of election administration; and proposing recommendations to improve electoral systems and regulations.

2. Training 
Participating in efforts to improve stakeholders’ understanding of the philosophy of elections; increasing community leaders’ awareness of the importance of public participation in elections; enhancing the knowledge and skills of election officials; and strengthening the capacity of election observers.

3. Monitoring 
Monitoring the implementation of elections; participating in oversight of election management bodies to ensure they work in accordance with existing regulations; recording and documenting cases of electoral violations and disputes.
