Kay Andrews

Kay Andrews was promoted to President and COO of PGBA, LLC effective January 1, 2020. A 35-year veteran of Federal healthcare program administration, Kay is responsible for the oversight of PGBA, which encompasses executive management of PGBA, LLCs contracts. This includes the TRICARE West Region Managed Care Support contract, the Department of Veterans Affairs Community Care Network (CCN) Regions 1, 2 and 3, the North Carolina Department of Public Safety Claims contract and the South Carolina Department of Health and Environmental Control support services contract, as well as all PGBA support operations.

Since 1985, Kay has held various management positions at PGBA. In 1994, as assistant vice president, she was responsible for service operations for the CHAMPUS Mid-Atlantic and Northern Six-State contracts, as well as claims and customer service for Tidewater and Fort Bragg Behavioral Health subcontracts.

Starting in 1997, as vice president, she provided executive oversight for administrative areas supporting TRICARE lines of business, including systems testing, quality assurance, reporting and medical affairs. In addition, she coordinated PGBA strategic planning initiatives.

Kay’s role expanded in 2001 to include acquisition and management of PGBA’s Medicare Advantage line of business. She led PGBA’s initial entry into the Medicare Advantage market in 2002 with implementation of an administrative services contract for Humana Gold Choice. She directed further expansion in 2007 with implementation of two additional contracts for Medicare Advantage administrative services, including the BlueCross BlueShield of Michigan contract.

For more than 20 years Kay has held executive leadership positions with responsibility for PGBA’s support of TRICARE contracts including implementation and administration of the TRICARE 2/5 Region contract, the South Region contract under TNEX, the South Region contract under T-3, and most recently, the West Region contract under T2017.

Kay is a graduate of Clemson University and resides in Florence, SC. As an active member in the Florence, South Carolina community, Kay serves as a board member for the Florence County United Way.
