Joanne Chan

Joanne Chan is an accomplished legal professional with extensive experience in the healthcare and pharmaceutical sectors. Currently serving as Senior Assistant General Counsel and Head of State Legal Affairs at PhRMA since April 2017, Joanne has held various roles within the organization, including Assistant General Counsel. Additionally, Joanne has contributed to legal education as an Adjunct Professor of Law at Georgetown University Law Center from January 2019 to December 2023. Prior to PhRMA, Joanne worked as Corporate Counsel for Regulatory & Compliance at United Therapeutics Corporation and as an Associate in FDA & Life Sciences at King & Spalding. Early experience includes a law clerk position at the Public Defender Service for the District of Columbia. Joanne holds a J.D. from Georgetown University Law Center, a Master of Public Health from Johns Hopkins School of Public Health, and a Bachelor of Science in Foreign Service from Georgetown University.
