Kelly Ryan

Deputy Vice President, State Advocacy at PhRMA

Kelly Ryan has a strong background in the field of health law and government relations. Kelly worked as a Counsel for NYS Senate - Senator Martin Golden from 2005 to 2007, focusing on legislative representation. From 2007 to 2017, Kelly served as a Principal at Hinman Straub P.C., specializing in health reform implementation and conducting analysis on health care and insurance topics. In 2017, they joined UnitedHealthcare as a Senior Associate General Counsel and Director of Regulatory Affairs for a brief period. Kelly then moved to PhRMA, starting as a Senior Director of State Advocacy in 2017, and later becoming the Deputy Vice President of State Advocacy in 2019, where they managed policy for NY and New England and served as the national state policy lead on various topics including Medicaid and private health insurance issues.

Kelly Ryan obtained a Bachelor of Arts degree in International Studies from The Sage Colleges - Russell Sage College, where they studied from 1997 to 2001. Kelly further pursued their education at The Ohio State University Moritz College of Law, earning a Juris Doctor degree from 2002 to 2005.
