Russell Shepherd

Russell Shepherd has held a variety of positions in the tech industry since 2005. From 2005 to 2008, they worked as a Sales Representative at the Flintridge Bookstore and Coffeehouse, and a PHP Developer at Blue Box Development, LLC. In 2005, they also began working as a Department Head at Sport Chalet, Inc., where they managed the largest department in the chain's flagship store, and increased local training opportunities for employees. In 2010, they were an Intern at the Research, Development and Evaluation Commission. Executive Yuan, ROC (Taiwan), where they analyzed global trends in e-government policy and improved Taiwan's e-government performance evaluation program. From 2011 to 2012, they were a Research Associate at the Naval Postgraduate School, where they conducted data analysis for social science research. Russell then served as a Guest Lecturer at Wenzao Ursuline College of Languages from 2012 to 2013. From 2013 to 2016, they were the CTO at Rappler, and then the CTO at Salarium from 2016 to 2019. Finally, they have been the Engineering Manager at PicCollage since 2019.

Russell Shepherd completed a BA in International Studies from the Middlebury Institute of International Studies at Monterey in 2010. Russell also obtained a Certificate in Mandarin from the University of International Relations in Beijing in 2009. Prior to that, they attended Pasadena City College from 2007 to 2009, studying Political Science and Mandarin. In 2008, they earned a Certificate in Mandarin from the Taipei Language Institute.
