Justine Garner

Justine Garner is an experienced environmental planner with a diverse background in planning and sports officiating. Currently serving as an Associate Planner II at PlaceWorks since March 2025, Justine has previously held the position of Senior Associate Environmental Planner II at Circlepoint from September 2019 to March 2025, where responsibilities included overseeing environmental documents under NEPA and CEQA, project management, and environmental assessment. Justine also possesses extensive experience as a Certified Umpire and Trainer with USA Softball since February 2009, umpiring national fast-pitch tournaments. In addition to a practical focus on environmental planning, Justine's academic background includes degrees in Physical Geography and Environmental Studies from California State University, Chico, and Environmental Science from the University of Hawaii at Manoa.
