Chris Bast

Chris Bast is an accomplished climate policy and decarbonization expert with nearly two decades of experience in politics, policymaking, and power-building. Currently serving as the Director of Policy at Potential Energy Coalition, Chris leads initiatives to promote clean energy transitions. Additionally, Chris holds a commissioner role with PlanRVA, representing Henrico County. Previous positions include Principal at Hua Nani Partners, Director of EV Infrastructure Investments at the Electrification Coalition, and Chief Deputy Director at the Virginia Department of Environmental Quality, where Chris advanced climate action and environmental justice. Educational credentials include a Master of Public Administration from Seattle University and Virginia Tech, along with a Bachelor of Arts in Political Science from James Madison University.

PlanRVA is the regional planning district commission for RVA. Our Mission: “Partnering to enable outcomes that matter for our Region” Our purpose is "​...to encourage and facilitate local government cooperation and state-local cooperation in addressing, on a regional basis, problems of greater than local significance. [This] cooperation facilitates the recognition and analysis of regional opportunities and takes into consideration regional influences in planning and implementing public policies and services.
