Mark Bittner is an experienced professional in data and technology, currently serving as the Director of Data & Technology at PlanRVA since January 2019. In conjunction with this role, Mark has been an Adjunct Professor at Virginia Commonwealth University since 2008, teaching GIS classes with a focus on demographic analysis and planning. Prior to PlanRVA, Mark spent nearly 14 years at the Crater Planning District Commission, first as the Director of Planning & Information Technology and previously as the GIS/IT Manager, overseeing various planning and community development projects, as well as technology functions. Mark also held an adjunct instructor position at J. Sargeant Reynolds Community College from June 2012 to May 2015, teaching GIS courses. Academic credentials include a Post-Baccalaureate Certificate in Geographic Information Systems from Virginia Commonwealth University, a Master’s Degree in City/Urban, Community and Regional Planning from Virginia Commonwealth University, and a Bachelor of Arts in Economics from William & Mary.

Our Mission: “Partnering to enable outcomes that matter for our Region” Our purpose is "...to encourage and facilitate local government cooperation and state-local cooperation in addressing, on a regional basis, problems of greater than local significance. [This] cooperation facilitates the recognition and analysis of regional opportunities and takes into consideration regional influences in planning and implementing public policies and services. Our priorities are focused on issues that serve the region including: Transportation, Emergency Management, Environment, and Community Development.
