David Evans

David has over 40 years of housing experience, much of it at a senior level in Local Government. His background is in Building Surveying and in more recent years, his direct responsibilities in a large housing department included financial Business Planning, the housing strategic and enabling role, the Council’s housing Capital and Revenue programmes and a range of support functions such as training, tenant participation and customer services.

He has been directly involved in a number of Welsh Government housing policy initiatives including the establishment of the Welsh Housing Quality Standard, rent policy for all Welsh social landlords and the introduction of ‘Housing Revenue Account self-financing’ for each Welsh Council with a housing stock. David has a wealth of experience in programme management, estate regeneration and asset management.
