Policy Components is a Washington, D.C.-based consulting firm specializing in policy design, implementation, and strategic planning for public education systems.

Founded by Dr. Etai Mizrav, a nationally recognized expert on the drivers of educational inequality, we bring the analytical rigor of an independent researcher together with the practical focus of a hands-on practitioner. We combine an outsider's objectivity with deep, firsthand knowledge of the state and district systems we serve.

Where others describe problems, we diagnose them.

Our signature Components Approach reverse-engineers equity outcomes, tracing observed disparities backward to the specific policies, practices, and decision points that produce them. The result is not a shelf report, it is a sequenced action roadmap that tells leadership not just what to address, but when and how.

Our core capabilities include:
- Comprehensive equity audits for K-12 school districts, with expertise in disaggregating data to identify systemic drivers of disparities
- Educator workforce diversification and strategy, including the nationally adopted Educator Diversity Data Tool
- Qualitative and quantitative policy research, including large-scale data analysis and stakeholder engagement
- Strategic planning for public agencies, including theory of action development and logic model construction

We partner with school districts, state education agencies, and public institutions that are serious about moving from diagnosis to action, and from action to measurable change.
