Ellen Owens

Ellen Owens is a seasoned financial professional with extensive experience in project and budget analysis. Currently serving as a Senior Project & Budget Analyst at PPD since July 2021, Ellen manages complex project budgets and oversees contract modifications. Prior to this role, Ellen spent over 14 years with the City of Wilmington, NC, advancing from Payroll and Grants Manager to Sr. Budget Analyst, providing fiscal oversight for city departments and managing a substantial payroll and grant portfolio. Earlier career positions include Finance Technician at Arapahoe Charter School and Accountant at Tri-Tech, Inc., where Ellen developed a strong foundation in financial management, payroll processing, and compliance. Ellen holds a Bachelor of Business Administration in Management and Organizational Development from the University of Mount Olive and an Associate of Arts and Sciences in Business Administration and Management from Cape Fear Community College.
