Melissa Starinsky

Melissa Starinsky retired from the federal government in 2021 after a distinguished career spanning over thirty years, including roles as a Senior Executive Service member in multiple agencies such as the Department of Veterans Affairs and the Centers for Medicare and Medicaid Services. They served as the Head of the Contracting Activity at CMS, overseeing more than $9 billion in discretionary spending, and held leadership positions in the VA Acquisition Academy and the Federal Acquisition Institute. Currently, they are the Managing Member of Starinsky Consulting, LLC, providing expertise in contract management and strategic planning, and also serve as a Director at the Procurement Round Table. Melissa holds a Bachelor’s degree in Business Management from the University of Maryland and is a graduate of the Federal Executive Institute.
