Francis Kelly

Mr. Kelly was employed by the New York City Department of Environmental Protection prior to his retirement. Mr. Kelly has been a member on the Board of Directors of Program Development Services, Inc. for twenty years. He is an active member in his community in keeping the neighborhood clean and safe.
