Evelyn Kappeler is the Director of Federal Occupational Health (FOH). FOH’s mission is to improve the health, safety, and productivity of Federal employees. As the Director of FOH, a component of the Program Support Center (PSC) within the U.S. Department of Health and Human Services (HHS), she provides executive leadership, policy guidance, and supervision of all FOH components and is responsible for a range of occupational service areas including clinical health, behavioral health, environmental health and safety, and wellness and health promotion. She also oversees the operations and management functions that support occupational health service delivery through Inter-agency agreements with HHS and other Federal customer agencies. Ms. Kappeler most recently served as a senior advisor to the PSC Director.
Ms. Kappeler brings over 30 years of broad experience in program management at HHS. Before joining PSC, she served as the Director of the HHS Office of Adolescent Health (OAH), a news organization funded by Congress in 2010 within the Office of the Assistant Secretary for Health. At OAH, she led the creation of and strategic direction for the new office, the establishment of several new evidence-based and research and demonstration grant programs, the development of a series of partnerships to support rigorous national and local evaluations, and the implementation of training and technical assistance for grantees. Ms. Kappeler previously served as the Acting Director of the HHS Office of Population Affairs (OPA) where she oversaw an expansion of grant programs, strengthened performance and evaluation activities, and revitalized program research and communications activities. Before stepping into a leadership role at OPA, she managed special projects and served as a senior policy analyst.
She began her federal career as a Policy Research Associate in the HHS Office of the Assistant Secretary for Planning and Evaluation after having served as a legislative assistant in the Governor of the State of Illinois’ Washington D.C. Office. Ms. Kappeler is a graduate of the State University of New York at Brockport with a degree in political science and government.
