Nelson Befitel serves as Chief Counsel and operational leader at ProService Hawaii. Since joining the company in 2007, Nelson has built and maintained high performing operational and client services teams and was instrumental in developing many of ProService’s first to market innovations: the launch of our Human Resource Outsourcing (HRO) service, proprietary health care plans with HMSA, captive programs for Workers’ Compensation and TDI, and a claims administration (TPA) business unit that allows ProService to administer and adjudicate its workers’ compensation claims. Prior to ProService, Nelson served as Hawaii’s Director of Labor & Industrial Relations under Governor Lingle from 2003 to 2007 where he implemented key workers’ compensation reform initiatives, facilitated the entry of a new health care carrier into the Hawaii market, and worked with the Prepaid Health Care Council to approve innovative health care plans. He has practiced law both in the public sector and as a private attorney, and received a bachelor’s degree in journalism from the University of Hawaiʻi at Mānoa, and a law degree from Arizona State University College of Law.
