Vice President of Sales at Mission Restoration

Matthew Richard is the current Vice President of Sales at Mission Restoration. Prior to that, they worked as a Budget Analyst for the State of Illinois from August 2016 to January 2018. In that role, they were the primary analyst for the Illinois Department of Transportation, Illinois Commerce Commission, Illinois Power Agency, and Illinois State Toll Highway Authority. Matthew was responsible for examining and analyzing budget requests from agencies, making recommendations and providing technical assistance on budget levels for agencies and programs, taking in to account administration priorities, availability of resources and impact on programs. Matthew also negotiated issues related to the budget or state programs, which included reviewing, researching and recommending alternative budget strategies. Additionally, they provided written comments on the fiscal and programmatic implications of General Assembly actions; prepared veto messages when needed, and monitored agency appropriation bills and amendments. Matthew also performed fiscal, statistical and other studies and analysis for state agencies. Furthermore, they monitored agency expenditure and staffing plans; reviewed agency requests for 2% transfers and release of funds for capital expenditures. Finally, they prepared and monitored forecasts of state revenues, and expenditures, demographic factors and programs related to the state’s economy.

Matthew Richard completed their undergraduate studies at Oberlin College and then went on to earn their MBA in Applied Finance from the University of Illinois Springfield.
