Julia Howe

Julia Howe possesses extensive experience in government affairs and trade relations, particularly concerning China. From July 2012 to July 2015, Julia served as the Director for China at the U.S. Chamber of Commerce, and transitioned to the role of Director for China at the US Trade Representative from August 2015 to September 2020. Subsequently, Julia held the position of Deputy Assistant USTR for China Affairs from September 2020 until June 2024. Currently, Julia is the Director of Government Affairs at Qualcomm, a role initiated in June 2024. Earlier in the career, Julia worked as a Senior Policy Analyst and US Chamber Policy Liaison at the American Chamber of Commerce in China from May 2010 to May 2012 and as a Research Associate at the London School of Economics in 2008-2009. Julia's educational background includes a Bachelor's degree in Asian Studies from Mount Holyoke College and a Master's degree in Public Management and Governance from the London School of Economics and Political Science.
