David Bach

As Western Region Director, David is responsible for providing the framework to ensure Quantech remains an Industry Leader in delivering world-class consulting products and services in cost estimating and analysis, financial management, earned value management, project scheduling, program management, cyber security, and engineering. He is responsible for developing and implementing strategic business objectives for Quantech’s Western Region with an emphasis in the space sector.

David formulates plans to grow these core functional areas with the Quantech Business Development and Marketing function, train and equip a matrix workforce and support the management of execution contracts in these functional areas across the entire company. With over 30 years of experience in Department of Defense (DoD) project management, acquisition and cost estimation, training and course development, business processes development and a variety of assignments spanning a long military career, David is building a team to deliver value to Quantech’s customers.

David has led teams in client site support at the Air Force Cryptologic Systems Division (CPSD), Lackland AFB, TX; Ground-based Midcourse Defense (GMD) Program at the Missile Defense Agency (MDA), Huntsville, AL; Defense Integrated Military Human Resources System (DIMHRS) Joint Program Management Office (JPMO), New Orleans, LA; and Multi-Mission Command and Control Aircraft (E-10A) Program, Hanscom AFB, MA. He has also supported clients at the Space and Missile System Center (SMC) and the Air Force Life Cycle Management Center (AFLCMC).

Prior to joining Quantech in 2005, David served as an Acquisition Project Manager in the DIMHRS JPMO, New Orleans, LA, and as an Air Force Weapons System Cost Estimator in the Joint STARS Joint Program Office at Hanscom AFB. He began his career in the U.S. Marine Corps serving as a legal administrator prior to joining the U.S. Air Force. He served in a variety of legal administrative positions, then became a Command and Control Officer and Aircrew Training Officer for the Single Integrated Operational Plan. He has a proven record supporting complex Air Force and Defense programs in areas such as cost estimating and analysis, program operations and control, training and business case analysis.
