Stephen Burns

Stephen Burns is a retired professional with extensive experience in administrative and regulatory processes, particularly in nuclear regulation both domestically and internationally. They served as the Commissioner and Chairman at the U.S. Nuclear Regulatory Commission, and held the position of Head of Legal Affairs at the OECD Nuclear Energy Agency. Currently, Stephen is a Senior Visiting Fellow at Third Way and a Board Member at Radiant, while also advising on the licensing and regulation of Small Modular Reactors. They earned their J.D. from The George Washington University Law School and a B.A. from Colgate University.
