Rickey Hebert, MBA, is an experienced compliance manager and senior security analyst with a strong background in regulatory compliance and IT systems management. Currently employed at Rayburn Electric Cooperative since July 2018, Rickey has previously served in various roles at Luminant, including GCS Business Manager and Sr. Real Time Systems Analyst, focused on SCADA systems and NERC CIP compliance. Earlier career experience includes positions as a Windows Server Administrator at Cognizant Technology Solutions and Texas Instruments, where Rickey contributed to server administration and enterprise project leadership. Rickey holds an MBA in Information Assurance from The University of Dallas and a Bachelor of Science in Information Technology from the University of Phoenix.

We provide wholesale electrical power through Power Purchase Agreements (PPA), purchases of blocks of electricity on the open market, and through our ownership interest in the Freestone generating facility in Freestone County, Texas.
