John Ryan Bailey has held multiple roles in the US Army and other organizations since 2000. In 2000, they were the Battalion S-4 and Company Commander for the 32nd Medical Logistics Battalion, 44th Medical Brigade, Ft. Bragg, NC. From 2007 to 2010, they worked at USAMMCE as Chief of Distribution and Transportation Division and Chief of Materiel Management. In 2010, they were appointed as the Deputy Commander for Operations at the US Army Medical Materiel Center Europe. From 2011 to 2014, they were the Joint Product Manager for Consequence Management, and from 2014 to 2015 they were the J4 - Joint Medical Logistics Officer at the Joint Staff. From 2015 to 2017, they were the Deputy Program Manager at Program Executive Office, Defense Healthcare Management Systems (PEO DHMS). In 2017, they were appointed as Commander (CEO) of the United States Army Medical Materiel Development Activity (USAMMDA). From 2019 to 2020, they were a student at the Dwight D. Eisenhower School for National Security and Resource Strategy. Currently, they are the Commander (CEO) of the U.S. Army Medical Materiel Agency (USAMMA) and the Director of Federal Health Solutions at RB Consulting, Inc.

John Ryan Bailey has an extensive educational background. In 2019-2020, they obtained a Master's degree in Military National Resource Strategy and Policy from the Dwight D. Eisenhower School for National Security and Resource Strategy. In 2003-2004, they earned an MBA in Supply Chain Management from the Naval Postgraduate School. From 1989-1993, they obtained a Bachelor of Business Administration - BBA in Marketing from the University of North Georgia - Mike Cottrell College of Business. John Ryan also holds certifications from the Defense Acquisition University, including a Demonstrated Master Logistician from SOLE-The International Society of Logistics (obtained in 2022), a DAWIA Acquisition Program Management Level III (Advanced) (obtained in 2011), and a DAWIA Life Cycle Logistics Level III (Advanced) (obtained in 2005).
