Hubert Bourque pursued their education at the University of Waterloo from 1968 to 1975, where they obtained a Bachelor of Applied Science (B.A.Sc.) degree with a focus on Civil Engineering, specifically in the field of Environmental Engineering. Hubert then went on to attain a Post-Graduate degree in Environmental Engineering from the University of Alberta, with a duration of study from 1984 to 1986. Additionally, Hubert Bourque obtained a certification as a Professional Engineer from the Professional Engineers Ontario institution in June 1977.
