David Banks

David Banks has extensive experience in design and surveying, currently serving as a Designer 2 at RETTEW since May 2018, after holding positions as a Designer and Survey Technician II. Prior to this, David was a City Council Member for the City of Williamsport from January 2020 to January 2022 and an Engineering, Science, and Technology Intern at PennDOT in 2017. David's military background includes serving as a Mission Manager/Shift Supervisor for the US Navy from February 2011 to August 2016, overseeing joint operations and managing teams. Additional roles include a Language Analyst at Physician and Tactical Healthcare Services, LLC, and a Community Service Coordinator at PA Treatment & Healing, where David organized community programs for at-risk youth. Educational qualifications include a Bachelor of Arts in Philosophy and Religious Studies from Lycoming College and Associate degrees in Surveying Technology from Pennsylvania College of Technology and Iranian/Persian Languages from the Defense Language Institute Foreign Language Center.
