RHS is a Connecticut-based, DAS-certified Small Business Enterprise providing multidisciplinary civil, structural, transportation, and construction engineering & inspection (CEI) services. Since 2005, we’ve paired small-firm agility with big-project standards to move projects from kickoff to closeout—safely, on schedule, and audit-ready.

What we do:
•Civil Design: bridge, roadway, and highway design; intersection/corridor improvements; complete streets; drainage and utility coordination.
•Complex Structure Design: steel and concrete bridges, long-span/complex geometries, deep foundations, retaining walls, culverts, and structural rehabilitation.
•Traffic Signals & ITS: signal design/coordination and constructability planning.
•Construction Engineering & Inspection (CEI): documentation, quantities, estimates, compliance, and closeout.
•Program & Project Controls / Construction Administration: submittals, RFIs/RFCs, change management, scheduling interface, and risk tracking.

How we work
•Documentation discipline: CTDOT-ready workflows (Record Book Volumes I–IV, SiteManager/COMPASS) with clean DWRs, accurate quantities, and defensible estimates.
•Safety & MOT first: practices aligned with OSHA/CONN-OSHA and context-sensitive traffic management.
•Proactive coordination: clear, timely communication among contractors, utilities, and stakeholder groups to minimize disruption and protect schedule and budget.
•Rigorous QA/QC: independent reviews that reduce change exposure and speed approvals.
