Phoebe To

Phoebe To has over 15 years of experience in the technology industry. Phoebe began their career as a Programmer at Vision Critical in 2005. In this role, they programmed online surveys, setup community and survey web skins, and managed data in Microsoft Server 2003. Phoebe then progressed to Manager, Programming, where they led a team of programmers in Vancouver and Toronto, and assisted the office in London to start up a new programming team. In 2013, they were promoted to VP, Programming, Central Operations Group, where they focused on building best practices and internal library, team process improvement, and evaluating and creating solutions for new or custom requests from clients. Phoebe then became VP, Support Operations, North America, and then VP, Operations Technical Strategy, Customer Success. In 2018, they joined Rival Technologies as an Engineering Manager, Dev Ops and Senior DevOps Engineer. In this role, they led a DevOps team of 3, was responsible for creating and maintaining Rival's product infrastructure, monitoring 24/7 product's performance and issues, and supporting Engineering teams on various tasks. Phoebe also ensured Engineering teams properly utilized AWS infrastructure, managed cost against performance goals, implemented tools and processes to standardize best practices across the organization. Phoebe wrote code to provision AWS using Terraform, NodeJS, CloudFormation, Bash, Python, and Git.

Phoebe To obtained a Bachelor of Science (B.Sc.) in Computer Science from The University of British Columbia between 1999 and 2005. In 2019, they were certified as an Amazon Web Services DevOps Engineer - Professional by Amazon Web Services (AWS). Phoebe is also certified by The Wine Spirit and Education Trust (WSET) - Level 3.
