We have a notable specialization in telecommunications matters.  For example, we have designed, implemented and administered both federal and state telecommunications universal service programs.  We have analyzed the competitive status of regulated markets and have developed rate designs that allow utilities the opportunity to compete where competition exists and protects consumers where competition does not exist.  We have helped prepare filings with federal agencies.
