Jim Brown is a seasoned transportation expert with over 30 years of experience in transit planning, programming, and administration. Currently serving as Principal Program Expert at the Sacramento Area Council of Governments since February 2001, Jim Brown supervises the Transit Team and manages a variety of planning studies, oversees the Transportation Development Act, and coordinates the programming of federal and state funds for regional transit operators. Prior to this role, Jim Brown founded James E. Brown and Associates, providing transportation consulting services from February 1987 to December 2002, specializing in transit planning, grant management, and public transit service contracts. Jim Brown holds a Master’s degree in City and Regional Planning from California State University, Fresno and a Bachelor’s degree in History and Geography from Montclair State University.
