Brian Payne currently serves as the Deputy Director of the Office of Legislative Affairs at the Substance Abuse and Mental Health Services Administration (SAMHSA) since February 2023. Prior to this role, Brian was the Executive Director of CDFI Friendly Bloomington from September 2019 to March 2023, focusing on increasing access to financing for community development in Indiana. Brian also held positions as the Assistant Director of Economic and Sustainable Development for the City of Bloomington, as well as Special Assistant and Policy Advisor at the U.S. Department of Health and Human Services. Additional experience includes serving as Legislative Counsel and Legislative Fellow in the U.S. House of Representatives and working as a Field Organizer for Organizing For America. Brian holds a Juris Doctor degree from the University of North Carolina at Chapel Hill and a Bachelor of Arts degree in English Language and Literature and Philosophy from Lawrence University.
