Orso is the Chief Executive Officer of SANDAG, a role held since 2024. Orso was the Project Corridor Director at Caltrans from 1991 to 2024. Orso also served as Chief Deputy District Director-Capital at Caltrans from 2022 to 2023, and held the positions of Acting District 12 Director and Chief Deputy District 11 Director. Orso attended San Diego State University from 1984 to 1987 and studied ENGINEERING at Southwestern Community College District from 1984 to 1987.
