The SADC Protocol on Transport, Communications and Meteorology (PRCM), Article 13.13 specified the formation of regional associations for each Transport Mode – with the Southern African Railway Association (SARA) formed specifically to address the needs of the region's railways.
 
The vision of SARA is to ensure that when it comes to supporting and bolstering regional intra-African trade, and assisting the region's manufacturers, exporters, and mining customers, that not only is rail the mode of choice but that it is seamless.
 
The Association which incorporates regional railway operators provides the platform for all stakeholders, regional economic communities, international development partners, as well as, OEMs and suppliers -  to play a role in enhancing railway transport at a regional, continental and global level.
