David Moore has extensive work experience in various leadership roles in the health, defense, and technology sectors. David served as the President of SCITECH SERVICES, INC. since 2017. David also has a D.V.M. in Veterinary Medicine from The University of Georgia, earned between 1973 and 1977. Additionally, they hold a B.S. in Biology from Georgia State University, which they completed from 1969 to 1973. David Moore also has additional certifications as a Diplomate in the American Board of Toxicology (DABT) and the American College of Veterinary Preventive Medicine (ACVPM), although specific details such as institution and dates obtained are not provided.

SciTech Services, Inc. (SciTech) is a small business providing research, development, testing, engineering, life science, program management and analytical services to DOD and other Government agency customers. SciTech, with its headquarters in Havre de Grace, Maryland, has been in business for thirty-three years. Specific areas of contract support include analytical laboratory operations and quality assurance, testing, verification, and validation; computer-aided engineering; modeling and simulation; systems engineering; target defeat technology development; life science and animal research services; business processes and risk assessment. SciTech provides subject matter expertise to the National Institutes of Health (NIH) including the National Institute of Dental and Craniofacial Research, the National Institute on Drug Abuse and the National Institute of Allergy and Infectious Diseases. Within NIH, we provide a wide range of technical and scientific specialties and staff supporting cutting-edge biomedical research, research animal model development, vaccine development and clinical trials. Within the DOD, SciTech has contracts that support the U.S. Navy (NAVAIR, NAVSEA and NAVWAR), the U.S. Special Operations Command, U.S. Air Force Space and Missile Command and the Joint CBRNE community.
