Work measurement, or the application of ‘time & motion’ practices is a technique to create “standard” time measures. It’s the foundation for understanding your challenges and opportunities. Measurement of machine cycle times, process lead times and bottlenecks are also key elements. 
Embarking upon productivity improvement or operational excellence programmes based on incorrect baseline measures can be costly. It leaves big opportunities potentially overlooked. 
Creating a “standard” measure (how long a task should take working at an optimum level), is crucial to the basis for process or performance improvement. 
Measurement is the foundation for operational excellence. It is where the level of “nonvalue” adding tasks are identified and targets (KPIs) are defined. Measures form a critical part of process improvement initiatives using DMAIC specifically at the Measure and Improve phases.
