Billy Smith serves as the Deputy General Counsel for Corporate Litigation at the Southeastern Pennsylvania Transportation Authority (SEPTA), a position held since April 2015. Prior to this role, Smith was Special Counsel in the Office of General Counsel at SEPTA and previously managed the White Collar and State Criminal Defense Practice Group at Bowman & Partners, Ltd. Smith has a diverse legal background, including managing a law office focused on criminal defense and working with Drinker, Biddle & Reath on civil litigation, commercial disputes, and employment matters. With foundational experience as an Assistant District Attorney in Philadelphia, Smith holds a Juris Doctor from UNH Franklin Pierce School of Law and a Bachelor of Arts from Temple University.
